    Investment Requirements

    The investor must be the holder of a residence permit in Cyprus to qualify for Cyprus citizenship

    The minimum investment amount is €2 million

    Purchase a main residence at €500,000 (plus VAT if applicable)

    The applicant must have a Schengen visa at the time of application

    The applicant must have a clean criminal record (including a clean criminal record for spouse, adult children and parents)

    The investment must be kept for a minimum period of 5 years

    Donation of €100,000 to the Cyprus Land Development Corporation 

    Donation of €100,000 to the Research and Innovation Foundation, subject to certain exceptions

    Applicants who were previously rejected for citizenship by any other EU country, are not eligible under the CIP

    No requirement for applicants to live in Cyprus prior, during or after the application process, but are required to hold a Residency Permit for at least 6 months

    Obtaining Cyprus citizenship through real estate enables applicants to complete the application process in less than 6 months. The fact that obtaining Cyprus citizenship through the Cyprus Investment Programme does not entail a residence permit or a visa but rather full citizenship of the Republic of Cyprus makes the Cyprus Investment Programme particularly attractive to persons who wish to make a complete relocation, invest in a new career choice or explore new investment markets.

    Investment in real estate, land under development and infrastructure projects

    • The Applicant has made an investment of at least €2,000,000 (excluding VAT and any transfer duties on land purchases)
    • The investment must involve the purchase or construction of buildings or for the construction of other land development projects (residential or commercial developments or developments in the tourism sector) or other infrastructure projects, including properties purchased after their initial sale (i.e. re-sales)
    • A mandatory donation of €100,000 to the Cyprus Land Development Corporation and a mandatory donation of €100,000 to the Research and Innovation Foundation, unless the applicant invests a minimum of €100,000 in a certified innovative enterprise (i.e. an enterprise that had acquired the relevant certificate by the Ministry of Finance).

    Purchase or establishment or participation in Cypriot companies or businesses

    • The Applicant has made a purchase or has participated in companies or organisations established and operating in Cyprus with investment costs of at least €2m.
    • The invested funds must be channelled towards the financing of the investment objectives of these companies exclusively in Cyprus, based on a specific investment plan.Such companies or organisations must have proven physical presence in Cyprus, with significant activity and turnover and employ at least five (5) Cypriot or citizens of European Union member-states
    • The minimum number of employees will be increased if more than one applicant invests simultaneously (or almost Simultaneously) in the same business or company.

    Investment in Alternative Investment Funds (“AIFs”) or financial assets of Cypriot companies or Cypriot organisations that are licensed by the Cyprus Securities and Exchange Commission (“CySec”)

    • The Applicant has bought units with a value of at least €2m, from AIFs established in Cyprus and which are licensed and supervised by CySec.
    • These investments must be made in Cyprus exclusively.
    • These investments must meet the criteria of the Scheme or in areas approved by the Minister of Finance.

    Combination of the above investments

    • The Applicant may proceed with a combination of the above investments, provided that the total investment will amount up to at least €2m.
    • Within this option (combination of investments) the Applicant may purchase special government bonds of the Republic of Cyprus, up to €500.000, which will be issued by the Public Debt Management Office of the Ministry of Finance, on condition that the investor will retain these bonds for a three year period.
    • The characteristics and the terms of these special bonds will be determined by the General and Special Issue Terms of the Government Bonds of the Republic.
    • Investments in government bonds through the secondary market are not considered eligible.

    The most cost-effective investment scenario is the acquisition of residential properties with a total value of €2m, as there is no need to buy a residential property worth €500,000. When investing in government bonds and commercial properties, in addition to the investments of €2 million, the applicant is required to purchase a residential property (1 or 2), worth €500,000.       For all investment options, a mandatory donation of € 75,000 to the Foundation for Research and Innovation and a mandatory donation of € 75,000 to the Cyprus Land Development Corporation applies.

    Questions and Answers

    1. What type of investment do I have to make in relation to real estate, land or infrastructure projects?

    To qualify under this investment, the applicant must have made an investment of at least €2 million for the purchase or construction of buildings or for the construction of other land development projects (residential or commercial developments, developments in the tourism sector) or other infrastructure projects. It is noted that investment in land under development is included in this criterion, provided that an investment plan for the development of the purchased land will be included in the application. It is understood that investment in land that is situated in a building zone of zero development, is excluded.

    2. How long before the application should I make any investment and how long am I obliged to keep
    these investments under the rules of the CIP?

    You should have made the necessary investments during the three years preceding the date of the application and must retain the said investments for a period of at least five years as from the date of the naturalization. It is understood that the investor may replace the investment during the said five-year period, provided that he/she has obtained beforehand an approval by the Ministry of Finance.

    3. Do I need a Shengen visa to apply to the CIP?

    Yes, you need to be a holder of a Schengen visa to be eligible to apply to the CIP.

    4. Can an investor applicant for citizenship purchase a residential property with his/her parent?

    Yes. If for example a property is purchased for 1 million euros, €500,000 can be paid by the investor and €500,000 by the parent. In such a case the parent can also apply for citizenship once the applicant is approved. This means that all applicants can collectively acquire a residence, provided that the total value of this home-property covers the amount of €500.000 per each applicant.

    5. Can my family members become citizens of Cyprus?

    Yes, following the investor’s successful application, his or her minor children can be registered as citizens of Cyprus by filing a simple application and paying a small fee to the Civil Registry Department. Adult children of the investor can also become citizens of Cyprus provided they fulfil certain conditions set. A spouse or civil partner of the investor is also eligible to apply for Cyprus citizenship, either simultaneously with the investor or after the investor is approved, without the spouse having to make a separate, additional investment.

    6. Can my home residence of 500 000 EUR be rented out?

    Yes, it can.

    7. Do I have to make any donation to the government?

    Yes. Increase of the total amount of the required donations to €200,000, out of which €100,000 must be donated to the Cyprus Land Development Corporation and the remaining €100,000 to one of the following:

    1. The Research and Innovation Foundation; or
    2. The Industry and Technology Service; or
    3. The Fund for Renewable Energy Sources and Conservation of Energy; or
    4. The National Solidarity Fund.

    8. Do I or my family members have to immigrate to Cyprus before we are eligible to apply for citizenship under the CIP?

    No, you do not need to immigrate to Cyprus. In the case of adults, one of the requirements is to be a holder of a Cyprus residence permit for six months prior to being approved for citizenship. The applications for a residency permit and for citizenship respectively may be filed on the same day.

    9. If I am divorced, will this affect my minor or adult child or children’s eligibility for citizenship?

    No, divorce does not affect minor or adult children’s eligibility.

    10. What type of documents do I have to submit to apply to the Programme?

    As of 15 May 2019, the list of required documents are (existing and required):

    - Applicant's clean criminal record from the country of origin and the country of residence (if di_erent).

    - Copy of applicant's Schengen visa (except European citizens and for third- country nationals for whom no entry visa is required).

    - Due Diligence Report issued through an internationally accepted database ensured through a subscription.

    - Applicant's declaration in respect to investment by naturalization scheme.

    - Proof of investment (documents which prove the satisfaction of A.1 and one of the criteria listed between A.2 and A.5 including for instance, for real estate investments, the contract of sale, the proof of Registration of the contract at the Land registry and the proofs of payment of the agreed purchase price).

    - Proof of permanent residence in Cyprus of at least €500.000, plus V.A.T.

    - It is noted that under the new criteria, additional documents such as the urban planning permission, bank waiver and certificate of completion signed by the project architect will also need to be submitted. As regards the certificate of completion, it is noted that in the case of properties still being constructed, it is necessary to maintain an amount equal to 5% of the value in a special account or the equivalent bank guarantee from the seller of the property to the buyer (Performance Bank Guarantee).

    - Any other document that might be requested either by the Ministry of Interior, or by the Ministry of Finance.

    11. Please advise if it is required to pass Greek language proficiency test or exam in history of Cyprus
    as a condition to obtain citizenship of Cyprus?

    No, it is not required.
